The whole article did not explain why prop 209 made everything bad. statistic won't lie, but proper interpretation shall be used to support the data.
I am not pro or against ACA-5. but someone needs to explain clear enough to all the audience about the benefits of it. Every context in ACA-5 is absolutely amazing in terms of equal right. but it is so vague and meaningless in actual implementation. But I guess ACA-5 will serve as a legislation basics to further implement more polices for affirmative action.

It basically wants to reverse what proposition 209 did.
Now the question is, how and what action can ACA5 introduce to benefit minorities in every aspect, such as college entrance to top schools?
this whole article did not explain how ACA-5 can benefit Asian american in particular Chinese American in college admission rate to UC Berkeley and UCLA.
The whole ACA-5 absolutely sounds beautiful in terms of making minorities equal in every way. But what effect, and most importantly what legislation measure can it bring to enforce equal rights to minorities in state employment, college admission, private company hiring and promotion etc?
What's on the table? what can ACA-5 bring to benefit the Chinese American? anyone?
